Shelter and Housing
Stability, Skills and Self-Sufficiency
YouthCare’s housing programs provide youth with stability, skills and ultimately, self-sufficiency. Staff are available 24-hours a day (except at the apartments) to provide youth with the instruction and structure they need to learn and grow. YouthCare’s housing programs are divided into programs for youth under 18 and over 18. All residential programs house female, transgender, male, and gender-variant youth and young adults.
Giving young people life skills is the key to their success. Residents work with staff to develop plans for self-sufficiency which may include goals around nutrition, hygiene, money management, sobriety, education, employment, healthcare and permanent housing. Residents meet weekly with staff to discuss progress, challenges and changes.
Case Management
Case Managers support youth with their life changes by providing assessment, referrals and life skills. Case Managers help youth gain housing, enroll in school, obtain medical care and connect with other community services.
Drug and Alcohol Counseling
Case Managers provide appropriate counseling and referrals for mental health and substance abuse issues.
Adolescent Living—Under 18 Years of Age
YouthCare’s Adolescent Living includes three programs providing short and long-term housing for 28 youth.
The Shelter is a state-licensed facility which provides youth ages 12-17 with emergency short-term shelter where they can stay for up to 30 days. They are provided a safe place to stabilize, set goals, and move on to long-term housing situations or re-unify with family members. A case manager assists youth in applying for benefits such as a Child in Need of Services (CHINS) Petition, or Family Reconciliation Services (FRS) through the Department of Social and Health Services (DSHS). In addition, staff provide activities, life skills, structure and stability in order for the youth to thrive.
Eligibility Requirements:
• Youth must be between the ages of 12-17.
• Youth can be self-referred, referred by a counselor or a state case worker. Youth may need housing for any reason.
• Youth must be screened over the phone.
• Youth may not have a history of abusive behavior in the recent past.
Referral Process: If you, or a youth you know, is in need of emergency shelter, please contact The Shelter 24 hours a day at 206.694.4506 or toll free at 1-800-495-7802. The Shelter takes phone referrals only. A short evaluation will occur over the phone and if accepted, a youth can enter that day. A parent/guardian must be contacted within eight hours of entering the program and consent to stay in the program must be obtained within 72 hours. If the youth does not feel safe having the parents/guardian contacted, then Child Protective Services (CPS) will be called and consent may be obtained in that manner. For further information, please contact The Shelter directly.

Pathways is a state-licensed facility that provides housing for youth ages 15-17 for up to two years or until the youth turns 18. Pathways assists youth through the transition into adulthood by providing life skills, chemical dependency counseling and goal setting. Pathways offers structure while allowing for more independence.
Eligibility Requirements:
• Youth must be between 15-17.
• Youth may be self-referred or referred through an agency.
• Youth may be homeless or have run away.
• Youth may not be part of the foster care system.
Referral Process: The youth should fill out the Youth Referral Form, and the staff or adult should fill out the Staff Referral Forms. Both forms should be faxed to Pathways at 206.985.8351. Once Pathways receives and reviews the referral information, the case manager will schedule an interview with the youth. The youth can attend the interview by him/herself or with any support people they choose. After the interview, if the youth determines that Pathways is a place that they would like to live and it is determined that the youth is a good fit for the program, the youth will be placed on the wait list.
